会议预备通知

    一、论坛背景

    东北亚地区地处中高纬度带,是全球气候变暖最显著的地区之一,暴雨、干旱、暴风雪、寒潮等自然灾害多发;气候的显著变化及其带来极端天气气候事件的增多,必然对东北亚地区各国农业、林业、生态、环境、水资源管理等产生重要影响;东北亚在气象科技、防灾减灾和应对气候变化方面合作空间广阔。因此,在全球气候变化的背景下,亟需加强多边对话和区域合作,共同提高气象科技水平,合力提升防灾减灾能力,协作应对全球气候变化,为东北亚经济发展和百姓福祉提供支撑。

    二、论坛目标

    加强东北亚各国在防灾减灾和应对气候变化方面的交流沟通、气象科技合作,共同提升防灾减灾和应对气候变化能力,更好服务 “一带一路”倡议,为东北亚防灾减灾、粮食安全、生态环境保护与可持续发展提供支撑。

    三、论坛主题

    本次论坛的主旨是:应对气候变化,加强科技交流,服务区域发展。将聚焦以下四个主题:

    1.东北亚高影响天气特点、形成机理和预报技术;

    2.东北亚异常气候事件监测、预测技术;

    3.东北亚气候变化及其对农业生产等的影响;

    4.面对气象灾害的应急模式、应对措施和预警联动。

    四、论坛组织

    本次论坛由中国气象局主办,拟于2021年9月28-29日在中国沈阳举行。 论坛采用线上和线下相结合的方式。

    本次论坛设特邀报告和口头报告,将邀请世界气象组织、俄罗斯、蒙古、韩国、日本和中国等气象管理和科研人员参加。会期为1天(2个半天),工作语言为英语。

Northeast Asia Forum on Meteorological Science and Technology

Announcement

(First round)

  1. Background

    Northeast Asia, which is located in the middle and high latitudes as one of the most significant regions of global warming, suffers from frequent natural disasters such as rainstorm, drought, snowstorm and cold wave. The significantly changing climate, accompanied with the increasing extreme weather and climate events, will inevitably hit agriculture, forestry, ecology, environment and water management in Northeast Asian countries. Northeast Asia boasts a broad space for cooperation in meteorological technology, disaster prevention and mitigation, and climate change response. In the context of global climate change, it is urgent to strengthen the multilateral dialogue and regional cooperation in an attempt to make joint progress in meteorological technology and disaster management, and work together to cope with global climate change and provide support for economic development and people's well-being in Northeast Asia.

  2. Objectives

    The forum is aimed to promote the communication and cooperation in meteorological science and technology among Northeast Asian countries for a stronger resilience in disaster prevention and mitigation and climate change response, deliver better services to the Belt and Road Initiative (BRI), and provide support for disaster management, food security, ecological and environmental protection and sustainable development in Northeast Asia.

  3. Theme

    The forum, which features “Address climate change with strengthened scientific and technological exchanges to serve regional development”, will focus on the following four topics:

  1. High-impact weather in Northeast Asia in terms of characteristics, formation and prediction;

  2. Techniques on how to monitor and predict abnormal climate events in Northeast Asia;

  3. Climate change in Northeast Asia and its impact on agricultural production among others;

  4. Warning-based emergency response in the face of meteorological disasters: Paradigms, measures and coordination.

 IV. format

The forum, which is jointly sponsored by CMA and WMO, will run in a combination of online (virtual) and offline (physical) formats. The forum intends to invite representatives and experts from Northeast Asian NMHSs of Russia, Mongolia, South Korea, Japan, China and other countries, and representatives from international organizations like WMO for attendance.

The forum offers special reports and oral presentations and lasts for two half days in the language of English.
